S4 simblr: http://simlogic.tumblr.com/ - The lot needs to be the right type: residential vs. community. Within community though, I'm not sure the assignment matters. If in doubt you can always use No Visitors Allowed before placing.
You do need an empty lot grid. If it won't go, then enter the lot in build/buy mode, place some floor tiles or something, return to Edit Town, bulldoze the lot. That will ensure the empty lot is indeed empty, and by placing something on the lot you won't accidentally bulldoze the lot itself.1 - edited September 2016I can't remember what type of lot the Prism Art Studio is, an art gallery? To place it, however, you need to make sure that the lot is free of invisible objects like picnic spots, so bulldoze it -once- to remove those, and the Prism Studio should be placeable. You can have the lot set as Small Park, Big Park, No Visitors Allowed or Visitors Allowed to place it. I think by default the Prism Studio is actually a gym.

Um..Well, I followed ALL instructions from you and the previous guy who posted above you. Here: is a screenshot of what happens when I try to place The Old Mill lot. Does this mean I am not able to place any buildings with a pink asterisk next to their image or what? Lots of any type often have 'something' on them and that something can be invisible.
It is, however, always safer to place something else on them before bulldozing on the off chance that there really is nothing already on the lot. If it happens to be empty when you bulldoze it you will remove the lot.
I always place a small rock or something from build or buy mode onto the lot before bulldozing it - just to be sure.

You should be able to place it on another lot but it will have to be bigger than the one it was designed for. Unless you have a mod to place any lot size.

Oh..I see. Well, no matter what kind of lot I try changing the one in the above screen-shot from/to, I am still unable to place The Old Mill onto it. So what is the mod I can use to place any lot on any other lot regardless of size or type?

In this example I turned a 60x60 lot into a community lot by bulldozing it first since it had a house and then I changed lot type. The lot type doesn't matter since whatever community lot you place will already have a type assigned to it. It's automatically changed to that once the lot is placed.
Another option is to place down a empty lot on a clear space. The closest you can get to The Old Mill lot size is 50 x 50. You will need to change lot type to community.

That lot in the picture is 40x40. The Old Mill lot here, is 36x47. You cannot place a lot from the bin on a smaller lot in the game.2 - The pink asterisk means it's downloaded content.

Well, once again, I've been dumb. This was the method I had to go about regarding a solution. I had NO IDEA The Old Mill was as big as it was. I'm quite surprised regarding the size Maxis chose to make it. But now, thanks to some lot-building, I managed to place both my Prism Art Studio AND also The Old Mill in two different worlds/neighborhoods. But when I put my Old Mill out, I saw there was another business with a flat roof right next to it, while the town's Historical Center (Which has a pitched roof) was down the end of the road. So once again, I made a copy of each building, essentially having them 'switch places' with each other, since they were practically next to one another. Well, this is another problem resolved by the helpful mad scientists here at Ye Olde Sims Forums..Thanks, everyone! ^_^ - edited September 2016The pink asterisk means it's downloaded content.

Happy you seem to have it sorted. Some of the lot sizes from the store tend to be odd sizes, like nothing available in game making them hard to place. An odd sized lot will always go on a bigger lot but never a smaller one.
